The analysis is resource intensive and the number of iterations are myriad. Further,
after a proposal is awarded, transforming it into a new project can involve significant redundancy in the form of data entry.
Digisoft took these factors into account when it constructed
its Proposal module for the DS product line. The Work Breakdown Structure
can be defined for projects that exist in the proposal. Budgeting and
estimating labor, materials and other direct costs are realized in the
Resources module. Funding and deliverable schedules can be defined to store
project milestones. Subcontracts can be attached to tasks where external implementation
is necessary. Multiple iterations can be tracked through the module's
versioning capability.
Once the proposal is awarded, it can be published and all of the information
gathered during the opportunity phase can be transferred to a new project.
The project tasks originally defined in the Work Breakdown Structure are used to authorize work, bill labor hours
and order materials. Additionally, the budget defined for the proposal
is used in the Earned Value Analysis Module to perform a Budgeted Cost of Work
Performed vs. Actual Cost of Work Performed analysis.
